Rose Chafer...I think, the larvae.

The half moons cut out of the leaves are done by the leaf cutting bee!
The cutter bees are fun to watch! They cut sections off the leaves and carry them off to underground tunnels they dig. They line the chamber and lay an egg and add a ball of pollen, for the larvae to feed on, then seal the chamber, and start on the next one!
