Young tree is dying?

This is 2 years old tree. This winter I noticed some... don't know how to name it. I just enclosed a picture. Can I fix this? Any fertilizer may resolve the problem? Thank you for any advice.

That light greyish stuff on the bark is lichen which thrives in damp humid climates.
There is little you can do to get rid of it without killing the tree.
 
In the spring, once the buds break, you need to remove all dead wood. This will open up the tree for better air circulation and light.
