Crabber I have rooted several cuttings from various Hybrid Teas; I also rooted Knockouts and Polyanthas. Some climbers and grandiflorias never rooted some teas never rooted actually many never rooted but to be quite honest I didn't baby those that didn't root.Usually I will put them in a container that hold water so rain can water them then I forget to take them out and drown them, I tried to not do that but I am just too busy during rooting season *LOL

A thought..the Hybrid Teas on their own root stock are puny, could be from lack of sun.
