Ive got 14 or 15 going right now and there about 4-6 inches tall right now. I was wondering how big they should be before they are ready to plant outside?

I would plant them now. Make sure as you prepare for planting that you have a stake next to where the plant will be. If the root system is too shallow, your plants will fall over if you get excessive wind or rain. The stalks should get to be about 1" diameter so make sure your stakes are fitting of a plant that big ;)
I love the mammoths.
