I notice a strange tiny spider web like yellow vines growing on top of some of my mums. I can pick them off by lightly running my fingers across it. Whatever it is it grows fast. I didn't think to take a picture before I got it off. Any idea what it is?

Maggie it could be Cuscuta common name Dodder a parasitic plant. It comes in a few different colours including yellow. :)

If it's dodder it will not reach the ground but will be attached and growing as a parasite on your plants. Whatever you do don't ignore them to the point they make seeds or you'll never get rid of them. Don't compost them. If possible burn them plant and all. If not, send out in the garbage sealed tightly in a plastic bag.
